Graduated from Middle East Technical University, Department of City and Regional Planning in 1986. Received master’s degree from same department in 1986. Completed PhD at University of Nottingham in 1997. After working as a research assistant at METU Department of City and Regional Planning for one year, started working as assistant expert at State Planning Organization. Appointed as Planning Expert in 1995 by completing expertise thesis. Worked as Advisor to Turkish Ambassadors at Lefkoşa Embassy on bilateral financial cooperation program and investment portfolio during 2003-2008. Appointed to Head of Environment and Sustainable Development Department in 2009 and promoted to Development Research Center as Director. During Nov 2018- Apr 2020 worked as advisor to Deputy Minister of National Education Ministry.

Attended various training programs, conducted and carried out research, represented Turkey at international negotiations, participated conferences and governmental meetings on demography, migration, urban transport, environment, sustainable development, climate change, green growth, public investment, finance and project management, municipalities.  Carried out negotiations, projects, programs with international organizations like UN, OECD, EU and World Bank.

After retirement, working as freelance consultant and lecturing at TED University in Ankara
